Para.4. Line 3 seems rather weak as it stands. Is not the point that unless full consultation does take place. the arrangements herein described will be unworkable and will therefore have to be abandoned? We feel that a phrase on the lines of "you will of course appreciate that I shall need to be" might with advantage be substituted for "you will I am sure agree that I should be".
Perhaps we could have a word on the telephone if you feel any doubts about these suggestions.
Turning to your letter we are I think at one in our conception of the Interdepartmental relationship between the Colonial Office and the Treasury (I should however draw your attention to what seems to be a typing error in the eleventh line-of your para.. Should not para.3(b) read para.3(c)?). We can I know rely on you to interpret the "prior consultation"
"copies of correspondence" drills with discretion. We should of course prefer to be over consulted than the reverse!
